NOTICE IS HEREBY GIVEN that the Marine on St. Croix Planning Commission will hold a Public Hearing on Tuesday, January 27, 2026 at 7:00 p.m. regarding updates to the Zoning Code. There may also be a quorum of City Council members.

Details:

While many of the changes are minor “housekeeping” corrections, the updates also include new measures regulating solar energy systems and shipping containers.

Solar

Under the proposed draft language, rooftop and building-integrated solar would be permitted with standards west of Highway 95 (in the Single Family Rural, Single Family Urban, and Limited Industry districts). East of 95, in the river districts, rooftop and building-integrated would be allowed as a conditional use. Accessory use ground-mounted solar would be permitted with standards in the Single Family Rural, Single Family Urban, and Limited Industry districts. Ground-mounted solar would also be allowed in the St. Croix Rural Residential and St. Croix Urban Residential districts, with stricter standards as requested by the DNR. Principal use community-scale solar is proposed as a conditional use in Single Family Rural and Limited Industry districts.

Other updates to the zoning code would:

• Prohibit shipping containers, while allowing other forms of temporary storage for up to 45 days or the duration of an open building permit. The new regulations also request that residents notify City staff of the start date when using temporary storage.

• Adjust the references in use tables to refer to the general section rather than a specific subsection, which change more frequently.

• Update “day care, group family” in the accessory use table (p.29) to read permitted with standards. The standards already exist but the use is listed as permitted.

• Added day care facilities as a use where single-unit dwellings are allowed.

• Change building permit notification in the Village Center to “LP” (permit issued by local authority) in accordance with previous versions of code and practices.

• Change “regarding” to “regrading” in section 608.1 Land Alteration.
