2026 Street Project Tree Clearing Schedule

7/31/2026

Due to rain on Friday July 31st, the tree clearing operations along Chestnut Street will now take place on Saturday August 1st. R.E. Peterson and their tree sub-contractor will be removing the necessary trees along Chestnut Street then be off site til the middle of next week. Tree clearing along 5th Street will take place next week.

Traffic Impacts: On Saturday, R.E. Peterson will close down the section of Chestnut Street between 5th Street and TH 95 for safety reasons and will re-open Chestnut when clearing has been completed on Saturday. All Chestnut Street residents should use 5th Street to the south in order to enter/exit their property on Saturday August 1st.

 

2026 Street Project Delayed

7/27/2026

Marine on St. Croix's 2026 Street Project has been pushed to late August, pending Xcel Energy’s schedule to relocate the poles along Chestnut St.

The City will deliver updated notices to residents with the schedule once the engineer has confirmation from Xcel. Tree clearing will be needed prior to construction start for Xcel to place the poles in the correct location.

Not impacted: The scheduled maintenance chip sealing in the Rose-Wilke neighborhood and Jackson Meadow will continue as planned. Residents should have recieved notices last week. 


Summer 2026 Roadwork: What to Expect

The City of Marine on St. Croix will complete a targeted street improvement project in 2026, with construction expected from late spring through summer.

Full Reconstruction: Portions of Fifth Street and Chestnut Street

  • Rebuilding the southern 315 feet of Fifth Street, to a width of 12 feet with new base material
  • Rebuilding Chestnut Street from Fifth Street to Minnesota State Highway 95, to a width of 12 feet with new base material
  • Resurfacing the Fifth Street trail connection to Chestnut (8 feet wide)
  • An additional segment of Chestnut Street with new pavement (westward to the top of the hill), included as an alternate improvement
  • A potential decommissioning of the gravel connection between Sixth Street and Pratt Street through the School Forest has been tabled and will be reviewed further.

2026 Maintenance Project (Crack Filling and Seal Coating): Wilke, Rosabelle, Rose, Holmes, Berkey St., and in Jackson Meadow. Jackson Meadow was scheduled for full pavement replacement in 2032. In February, council members and city staff discussed options for addressing poor road conditions, ranging from low cost "band-aid" projects to larger scale paving projects. After weighing the impact of increased roadwork this year on future timelines, they settled on double chip sealing Jackson Trail, Blue Heron, Egret, Kingfisher, Osprey, and Sandpiper lanes this year, and moving full pavement replacement up two years, to 2030.

What residents should expect

Residents near the project areas should expect temporary disruptions during construction, including limited access and increased truck and equipment traffic. As the work schedule solidifies, neighborhood residents will receive notices with dates and details.

Budget

In March, City Council awarded the 2026 Street Improvement Project to R.E. Peterson Inc. for a total of $159,099.50. This includes the base bid and an additional segment of Chestnut Street. The budget for the 2026 Maintenance Project is $130,000; the project will be brought to Council in April to request approval to solicit quotes from contractors.

30-day closure of Hwy 243 at Hwy 95 begins July 20

The 30-day closure of Hwy 243 at Hwy 95 is scheduled to take place on Mon, July 20, weather permitting. This means access to the Osceola Bridge at Hwy 95 will be closed. To bypass the closure, follow the posted detour of Hwy 95, Hwy 8 to WI 35. The closure is expected to be in place until mid-August.

In advance of the Hwy 243 closure, construction crews now plan to reopen 260th St. at Hwy 95 on Fri, July 17.

Access to the Osceola boat landing will remain open throughout the closure period, but the access point will change for motorists coming from the Minnesota side of the bridge. Minnesota motorists that want to access the Osceola landing will need to follow the posted detour of Hwy 95, Hwy 8, WI 35 to the Osceola Bridge.

The closure is needed to allow crews to continue building a new single‑lane roundabout at the Hwy 95 and Hwy 243 intersection. The roundabout is expected to make traffic move more smoothly and cut down on delays. 

All construction activities and traffic impacts are weather dependent and subject to change.

We appreciate your patience while we make these improvements. Plan ahead by checking 511, and give yourself additional time to reach your destination. 

Please drive with care in work zones:

  • Slow down when approaching every work zone, then navigate with care and caution.
  • Stay alert; work zones constantly change.
  • Watch for workers and slow-moving equipment.
  • Obey posted speed limits. The fine for a violation in a work zone is $300.
  • Minimize distractions behind the wheel.
  • Be patient; expect delays, especially during peak travel times. 

More about this project

Hwy 95 in Franconia Township is undergoing safety improvements. Work at two intersections will improve safety by constructing dedicated left and right turn lanes on Hwy 95, realigning Co. Rd. 26/Pleasant Valley Rd. and constructing a roundabout at Hwy 95 at Hwy 243/260th St.

Both projects are expected to be completed this fall.

Marine on St. Croix wil restrict parking this summer to keep its streets open and accessible when parking pressure increases due to reconstruction at William O'Brien State Park. The parking plan linked below is anticipatory, and may be modified in response to actual traffic and parking conditions over the summer.

 2023 Sidewalk Panel Replacement

Monday, June 19th, weather permitting, a contractor will replace concrete sidewalk panels that are displaying excess signs of spalling, as well as damaged curb panels.

  • These panels will be marked for removal and replacement by the end of the day Friday June 16th.
  • Please do not park in front of a marked panel between 7 AM – 7 PM the day of construction.
  • Please do not walk on the freshly poured concrete panels until the following day, allowing the new concrete time to cure.

Chip Sealing has been scheduled for Thursday, July 18th, weather permitting, and will apply only to roads shown in BLACK on the attached location plan.

This process will likely take a few hours and will be drive-able shortly after the material has been rolled. Streets will be swept immediately prior to chip sealing, and again twice after. The 1st time approximately 1 week after application, and the 2nd time approximately 1 month after application.

  • Please do not park on a road planned to be chip sealed between 7 AM – 7 PM the day of construction. “No Parking” signs will be placed on these roads the day before construction.
  • There may be a short period of time (15-20 minutes) when you cannot enter or exit your driveway when they are chip sealing in front of your home.

Once they have rolled the material, you will be able to drive on the road again. We apologize for any inconvenience this construction may cause you. Thank you for your cooperation and patience throughout the process of improving our streets!

 May 11 Construction Notice 

Weather permitting, the Contractor will begin route & sealing the roads displayed in both RED and BLACK on the attached location plan on Monday May 22nd, and Tuesday May 23rd.

This process will be quick and will not restrict day-to-day business or residential activity. Once existing cracks have been sealed and covered with protective paper, they can be driven over freely.

 Spring to Summer City Wide Tree Work

 
Storm Damages and Emerald Ash Borer Tree Removal Work 
  • Marine Public works will be cleaning up limbs, fallen trees and other storm debris on City property through the month of May. If residents need to dispose of debris, they can take it to the compost site during regular hours or there is a temporary site for all Washington County residents located at Lucy Winton Bell fields in West Lakeland. 
  • Emerald Ash Borer tree removal work: Approximately a dozen infected trees or trees that pose a threat to power lines, roads or homes will be removed along Oak, 2nd and 3rd streets in the month of May.

 Highway 95 Speed Limit Study

The most recent speed study for MNTH 95 was completed in 2016 (Metro District). The authorized 45 mph speed limit (through Marine on St. Croix) was decided through an engineering and traffic investigation.  The investigation was performed as prescribed by MnDOT’s Traffic Engineering Manual, and is based on nationally accepted practices.  Studies have shown that speed limits set in this way are typically the safest. 

In the course of a speed limit study, MnDOT personnel collects data about existing travelled speeds, crash history, traffic volumes, intersection control, road design, spot speed samples, and roadside environment.  Test drives by experienced personnel are also completed to observe sight distance restrictions, curves and crests, access locations, vehicle and pedestrian usage, and adjacent land uses.  An important factor is the 85th percentile speed, which is determined by the spot speed checks.  Studies have shown that the safest speed limit is one that is at or near the 85th percentile of vehicle speeds.  The data and observations are used to determine the most appropriate speed limit for the studied segment. 

I have attached a brochure that gives an overview of the methods of setting and the purpose of speed limits.  I believe the attached brochure will help answer any additional questions you may have.  Also, the Minnesota Legislature has weighed in on the issue of speed limits on Trunk Highways.

I have reviewed the most recent samples obtained in the 45 mph zone and the samples (north and south of the downtown area) obtained relatively close to the  45 mph zone (please see attached).  Samples obtained outside (authorized 55 mph) of the 45 mph zone do not warrant a lower speed limit.  I haven’t driven this portion of MNTH 95 in quite some time, but judging from google maps the nature of the road changes just outside of the posted 45 mph speed limit signs. 

Historically MnDOT tries to routinely evaluate all Minnesota Trunk Highways every 10 years, in an effort to ensure the speed limits remain both reasonable and safe, as conditions change over time.
